The HLPF operates on two levels:
- Annually under ECOSOC – an 8-day session with a 3-day ministerial segment.
- Every four years under the UNGA – convened as the SDG Summit at the level of Heads of State and Government.
Its mandate includes:
- Providing political leadership for the 2030 Agenda.
- Integrating the economic, social, and environmental dimensions of development.
- Facilitating accountability and progress tracking on the 17 Goals.
- Enabling multi-stakeholder participation, including youth, women, civil society, and the private sector.
- Coordinating actions across the UN system.
Inclusivity is at the heart of the HLPF. Through Major Groups and Other Stakeholders (MGoS), diverse actors are empowered to:
- Attend and participate in official HLPF sessions.
- Submit oral and written statements that shape discussions.
- Organize side events, exhibitions, and thematic panels.
- Influence global policy through bottom-up engagement
